Very good advice. I find that one of the best ways to gain active visitors, who follow and/or comment for example, is to be active on other blogs yourself. Like leaving relevant comments for instance. But like you say, rich content is important. Because no matter how active you might be, if you don't have good content on your blog/site it's difficult to get return visits which is really the ultimate goal. :-)
